সরকারি প্রতিষ্ঠান চিনতে আমরা প্রায়শই ভুল করে থাকি। সরকারি ও সরকার নিয়ন্ত্রিত বা বিধিবদ্ধ প্রতিষ্ঠান যেগুলো স্বায়ত্তশাসিত প্রতিষ্ঠান বলা হয় সেগুলোর মধ্যে বেশ পার্থক্য রয়েছে। আজ আমরা চিনবো কোনগুলো সরকারি প্রতিষ্ঠান এবং কোনগুলো স্বায়ত্তশাসিত প্রতিষ্ঠান।
সরকারি প্রতিষ্ঠান
যে সকল প্রতিষ্ঠানের সব কিছু সরকার পরিচালনা , নিয়ন্ত্রণ , হস্তক্ষেপ করে সে গুলো হলো সরকারি।সরকারের অধীনেই পরিচালিত হয় অর্থাৎ সরকারি প্রতিষ্ঠানে সরকারের প্রত্যক্ষ প্রভাব বিদ্যমান। সরকারি যে কোন আদেশ নিষেধ জারি করলে সরকারি প্রতিষ্ঠান গুলো তা অক্ষরে অক্ষরে পালন করে থাকে। তাছাড়া আমরা পিওর সরকারি বা রাজস্বখাতভূক্ত প্রতিষ্ঠান বলতে সরকারি প্রতিষ্ঠানকেই বুঝে থাকি। তবে কেউ কেউ মনে করেন মাসিক পেনশন চালু রয়েছে সে প্রতিষ্ঠানগুলোই সরকারি প্রতিষ্ঠান। মূলত ব্যাপারটি তেমন নয়, একটি রাষ্ট্রয়ত্ত বা স্বায়ত্তশাসিত প্রতিষ্ঠানেও শর্তসাপেক্ষে পেনশন চালু করা যেতে পারে তাই বলে সেগুলো সরকারি প্রতিষ্ঠান নয়। হ্যাঁ একটি কথা স্পষ্ট করা বলা যায় যে, যে সকল প্রতিষ্ঠানের শুরুতে গণপ্রজাতন্ত্রী বাংলাদেশ সরকার লেখা থাকে সেগুলো সরকারি প্রতিষ্ঠান। “গণপ্রজাতন্ত্রী বাংলাদেশ সরকার” লেখা সম্পর্কিত লোগো এবং লেখাটি কেবল সরকারি প্রতিষ্ঠানেই ব্যবহৃত হতে পারে। আরও একটি বিষয় পরিস্কার করা যায় যে, সরকারি প্রতিষ্ঠানে পেনশন প্রথা চালু রয়েছে।
স্বায়ত্তশাসিত প্রতিষ্ঠান বা Autonomous Bodies
যে সকল প্রতিষ্ঠান পরিচালনা , নিয়ন্ত্রণের জন্য নিজস্ব রুলস ও রেগুলেশন রয়েছে ও এগুলোতে সরকার সরাসরি হস্তক্ষেপ করতে পারে না সে গুলো হলো স্বায়ত্তশাসিত প্রতিষ্ঠান।স্বায়ত্তশাসিত প্রতিষ্ঠান বাজেটিং এর জন্য সরকারের উপর নির্ভরশীল হতেও পারে, নাও পারে। কিছু কিছু স্বায়ত্তশাসিত প্রতিষ্ঠান শর্তপূরণ সাপেক্ষে কিছু পদে পেনশন সুবিধা চালু করেছে। তবে স্বায়ত্বশাসিত প্রতিষ্ঠানগুলোতে মাসিক পেনশন চালু না থাকলেও আনুতোষিক সুবিধা চালু রয়েছে। আরও একটি কথা পরিস্কার যে, স্বায়ত্তশাসিত প্রতিষ্ঠানগুলো “গণপ্রজাতন্ত্রী বাংলাদেশ সরকার” লেখাটি ব্যবহার করতে পারেনা। তাদের নিজস্ব লোগো রয়েছে এবং প্রতিটি স্বায়ত্তশাসিত প্রতিষ্ঠানে বোর্ড বা বডি গঠন করা রয়েছে। যে প্রতিষ্ঠানগুলো প্রধান কোন চেয়ারম্যান সেগুলো স্বায়ত্তশাসিত প্রতিষ্ঠান। শর্তসাপেক্ষে স্বায়ত্তশাসিত প্রতিষ্ঠানেও পেনশন সুবিধা চালু করার বিধান রয়েছে।
এবার আসুন বোনাস হিসাবে জেনে নেই পাবলিক প্রতিষ্ঠান কাকে বলে?
যেসব স্বায়ত্তশাসিত প্রতিষ্ঠান বাজেটিং এর জন্য সরকারের উপর নির্ভরশীল সেগুলো হলো পাবলিক প্রতিষ্ঠান । পাবলিক প্রতিষ্ঠানে সরকার পরোক্ষ ভাবে হস্তক্ষেপ করতে পারে।অর্থাৎ যেসব স্বায়ত্তশাসিত প্রতিষ্ঠানে সরকারের পরোক্ষ হস্তক্ষেপ রয়েছে সেগুলো পাবলিক প্রতিষ্ঠান।
উদাহরণ হিসাবে বলা যায়, দেশে মোট পাবলিক বিশ্ববিদ্যালয় ৩৮ টি (আরো দুটি চূড়ান্ত), সরকারি বিশ্ববিদ্যালয় ৩৪ টি, স্বায়ত্তশাসিত বিশ্ববিদ্যালয় ০৪ টি (ঢাবি, জাবি, রাবি, চবি )। এছাড়া সরকারি ও স্বায়ত্তশাসিত প্রতিষ্ঠানের একটি তালিকা যুক্ত করে দেয়া হলো। বাংলাদেশের স্বায়ত্তশাসিত প্রতিষ্ঠানের তালিকা এবং সরকারি প্রতিষ্ঠান। সরকারি প্রতিষ্ঠানের পেনশন সুবিধা এবং স্বায়ত্তশাসিত প্রতিষ্ঠানের পেনশন সুবিধা।
